According to statistics provided by the California Department of Industrial Relations for 2001, the vast majority of state-approved apprenticeship training is provided in Joint Management-Labor Apprenticeship Programs.

  • 91% of all construction apprentices (57,000), are enrolled in joint management-labor programs.


  • 95% of all women are in joint labor-management programs. (3,739 vs. 193).

  • 90% of all Hispanics are in joint programs.. (21,598 vs. 2,257).

ABC programs only have 39% minorities in their programs, and they only graduate 3% of all of their students. The ABC Golden Gate chapter failed to graduate a single apprentice after ten years of operation.

Joint programs have 55% minorities and they graduate nearly 85% on average.

In California, there are over 250 union-sponsored apprenticeship programs for every type of building and construction trade. These programs are training students who live and work in the California. These programs invest nearly $9,000 a year per student on average. Unions spend $200 million a year for apprenticeship programs in California.
