The reforms are necessary to improve the performance of California government and to ensure passage of responsible, on-time budgets, and to avoid the long, destructive and costly impasses which delay and cripple necessary and job-creating public works investments.

Chief among the reforms are removing the two-thirds vote threshold for budget passage, which now enables a minority of obstructionist Republicans to hold the state hostage, requiring two-year budget plans with opportunities for midcourse corrections, pay-as-you-go financing to require that new programs identify a funding source, result-based budgets that reward effective programs and eliminate outdated or duplicative programs, give local communities greater control over local revenue, improve constituent access and accountability, and changing term limits to allow members a maximum of 12 years in office, regardless of whether it is in the Senate or Assembly.

Your action is needed now to improve government now and avoid the types of stalemates and meltdowns that have become the norm under the current process. Please review the materials and return your signed endorsements as soon as possible.
